Abstract: With empirical evidence gathered from four different donor programmes launched in the

Kyrgyz Republic between 2004 and 2010, this study offers a critical analysis of western aid interventions and how they are

contested by local actors. The paper has three contributions. First, it is an empirically informed study of diverging outcomes of business development assistance in the Former Soviet Union. Second, it proposes a new contextualised model of power morality-transformation-agency for future aid policy formulation and academic discussions. Finally, it shows how enterprise development initiatives of USAID, TACIS/EU, Turkey and Switzerland worked in practice and through the model.

 

Bio:

Dr. Gül Berna Özcan¡¯s is Reader in International Business at Royal Holloway University of London.  Her research interests include business-politics relations, internationalisation of firms from emerging markets and post-Soviet states, and the political economy of entrepreneurial classes. She is the recipient of numerous awards including, the Middle East Research Competition of the Ford Foundation, the Robert McNamara Fellowship of the World Bank, a Leverhulme Trust Research Fellowship and the Woodrow Wilson Fellowship of the Woodrow Wilson International Center for Scholars (2008-2009).

 

Dr. Özcan published in journals such as Business and Politics, Comparative Economic Studies, Entrepreneurship and Regional Development, Environment and Planning C, Progress in Planning, New Perspectives on Turkey, Insight Turkey, and World Development.  Her most recent book, Building States and Markets: Enterprise Development in Central Asia (Palgrave, 2010), explores the characteristics and impact of the emerging entrepreneurial middle class in Kazakhstan, Kyrgyzstan and Uzbekistan.

 

Dr. Özcan holds a PhD in Economic Geography (London School of Economics), an MSc and a BSc in City and Regional Planning (Middle East Technical University and Dokuz Eylul respectively).
